Ordinance make up the local laws of the City. An Ordinance is a legislative act prescribing general rules of organization or conduct relating to the corporate affairs of the municipality. Council action shall be taken by ordinance when required by law, or where prescribed conduct may be enforced by penalty.  Once adopted, ordinances become effective upon publication, unless otherwise set forth.

A resolution is a formal expression of opinion or intention of the City Council. Resolutions usually become effective upon their adoption.
